a good many of the large works in progress both under the
Colonial Public Works Department and under private firms.

From this I was able to form an opinion of
the various systems in use and I regret to say it was not
very favourable to the Public Works system either for speed
or economy.

From Mr. Chatham is report it would appear
that I had not tried to get what he calls responsible
contractors on the Railway. I have time and again stated
that I have tried to induce the large Hongkong Contractors

to take up work on the Railway and I most emphatically
state that I do not think I would have been doing my duty
to my employers if I had calmly accepted the tenders which
these men sent in. It would no doubt have saved me a lot of
trouble and worry, if I had done so.
